Chargesagainsttheofficersincludeinvoluntarymanslaughter,assault,misconductandfalseimprisonment.Thedriverofthepolicevehiclefacessecond-degreemurderandfiveothercharges.
Policegavetheirreportonthecasetothestate'sattorney'sofficeonThursday.Thatwasonedayearlierthanthetimelimitpolicehadset.Thefindingsoftheinternalinvestigationhavenotbeenmadepublic.
Officials,citizengroupsandotherscontinuetoworktorestorecalmtothecity.Fornow,peoplearenotpermittedtobeoutsidefrom10o'clockatnighttofiveo'clockinthemorning.Officialssaythiscurfewwilllikelylastafewmoredays.Thestreetshavebeenmostlyemptyduringthecurfew,andthecityhasbeenmostlycalmsincetheriotsonMonday.
ThousandsofmembersoftheMarylandNationalGuard,andpolicefromBaltimore,thestateofMarylandandotherareasarepatrollingthestreetsduringthedayandatnight.

PeoplehadgatheredpeacefullyfordaysdemandingtoknowwhyMr.Graydied.TheviolencebeganafterthefuneralforMr.GrayonMonday.Policesaymembersofcriminalgroupsjoinedtheprotestors.Theysaytheydidnotexpectthatwouldhappen.
OfficerEricKowalczykisaspokesmanfortheBaltimorepolice.OnTuesday,hetoldreportersthatpolicewereexpectingmostofthosewhowouldgatherafterthefuneralwouldbestudents.
"Whenwedeployedourofficersyesterday,weweredeployingforahighschoolevent.Idon'tthinkthatthereisanyoneinthecountrythatwouldexpectustodeployautomaticweaponsandarmoredvehiclestoaneventwith13,14-and15-year-olds."
AftertheviolenceonMonday,MarylandGovernorLarryHogandeclaredastateofemergency.Hemovedhisofficeandhistopaidestothecity.
Aftertherioting,PresidentBarackObamasaidpolicecannotsolvetheproblemsinBaltimorebythemselves.
"Wecan'tjustleaveittothepolice.Ithinktherearepolicedepartmentsthathavetodosomesoulsearching.Ithinktherearesomecommunitiesthathavetodosomesoulsearching.ButIthinkweasacountryhavetodosomesoulsearching."
Thepresidentsaidriotingisnotthesameasprotesting.Andhesaidthosewhocauseddestructionmustbepunished.
LaterthepresidentsaiditisimportantthatthetruthcomesoutaboutwhathappenedtoMr.Gray.Healsonotedthattheindividualswhoarechargedshouldreceivefairtreatment.Mr.ObamasaidtheJusticeDepartmentandnewU.S.AttorneyGeneralLorettaLyncharecommunicatingwithBaltimoreofficialstoofferhelpifneeded.
Manyoftheprotesterssaytheyareangryaboutwhattheybelieveiscontinuingpoortreatmentofblacksbythepoliceandwhattheysayistheunwillingnessofcityofficialstodoanythingaboutit.Andtheysaythereislittleeconomicpowerinblackneighborhoods.Theysaythathasbeenaproblemformanyyears.
