Theblunt-spokenGiulianigainednationalprominenceduringhistenureasNewYorkmayormorethanadecadeago.FormanyAmericans,hebecameasymbolofU.S.resolveinthefightagainstIslamicterrorismintheaftermathofthe2001terroristattacksonNewYorkandWashingtonthatkillednearly3,000people.
Atthetime,hesaid,"TomorrowNewYorkisgoingtobehere.Andwe'regoingtorebuild,andwe'regoingtobestrongerthanwewerebefore...IwantthepeopleofNewYorktobeanexampletotherestofthecountry,andtherestoftheworld,thatterrorismcan'tstopus."

U.S.mediareportssaythatanotherTrumpsupporterduringtheelectioncontest,retiredArmyGeneralMichaelFlynn,oncetheheadoftheU.S.DefenseIntelligenceAgency,isapossiblepickasnationalsecurityadviser.AlabamaSenatorJeffSessions,anearlyTrumpcampaignadviser,couldbenamedsecretaryofdefenseorattorneygeneral,thecountry'stoplegalposition.
ATrumpspokesman,JasonMiller,saidTrumpandPence,meetingonthe26thfloorofthepresident-elect'sTrumpTowerinNewYork,would"bereviewinganumberofnames"forkeypositions.
"Therewillbenon-traditionalnames,anumberofpeoplewhohavehadwide-rangingsuccessinanumberofdifferentfields,"Millersaid."Peoplewillbeexcitedwhentheyseethetypeofleadersthepresident-electbringsintothisadministration."
OneconflictTrumpisfacingisbetweenhisvowduringthecampaignto"draintheswamp"inofficialWashingtonandnowhisneedtofindqualifiedofficialswithexperiencetohandlethegovernment'smostchallengingpositions.
Sofar,Trumphasmadejusttwoappointments.HepickedReincePriebus,thechairmanoftheRepublicanNationalCommittee,ashisWhiteHousechiefofstaff,aselectionapplaudedbyRepublicanleaderswhocontrolbothhousesofCongress.
Trump'schoiceofStephenBannonashischiefstrategisthasdrawnwidespreadcriticismfromDemocratsandsomegroupsoutsidethegovernment.BannonwastheTrumpcampaign'schiefexecutive,joininghiselectioneffortinitslastmonthsafterleadingBreitbartNews,awebsiteheoncedescribedas"theplatformofthealt-right,"whichoccasionallyhasbeenthehometowhitenationalistandanti-Semiticvitriolandanti-womenviews.
Trumpissettobecomethecountry's45thpresidentandthefirstevertoneverhavebeenelectedpreviouslytopublicoffice,orservedinitsmilitaryorbeenappointedtoahigh-levelgovernmentposition.
HealsowillbethefifthWhiteHouseoccupantwholostthepopularvoteinthepresidentialelectionbutwonthroughthecountry'sElectoralCollegesystemofpickingitsleaders.Inessence,U.S.presidentialelectionsareaseriesofstate-by-statecontests,withthewinnerineachcollectingalltheelectoralvotes.ThebiggeststatesholdthemostswayintheElectoralCollege,whereTrump,whenallthevotesarecounted,islikelytofinishwitha306-232edgeoverhisDemocraticopponent,formerU.S.SecretaryofStateHillaryClinton.
ButTrump,becausehewonnarrowlyinnumerousstates,whileClintonhadalargevotecountadvantageintwoofthebiggeststates,CaliforniaandNewYork,trailsherinthepopularvotecountbymorethan670,000votes.
Trump,inthepast,hasattackedthetwo-century-oldElectoralCollegesystemasa"disasterforademocracy"andsaidinatelevisioninterviewaftertheelection,"Iwouldratherseeitwhereyouwentwithsimplevotes."
IntweetsonhisTwitteraccountTuesday,Trumpsaid,"TheElectoralCollegeisactuallygeniusinthatitbringsallstates,includingthesmallerones,intoplay.IftheelectionwerebasedontotalpopularvoteIwouldhavecampaignedinN.Y.,FloridaandCaliforniaandwonevenbiggerandmoreeasily."
ClintonandTrumpbothcontestedthelargesoutheasternstateofFlorida,whichTrumpwon,butneithercampaignedmuchinNewYorkorCalifornia,whereClinton'sdominanceaheadoftheelectionwasaforegoneconclusion.
