ButinstateslikeNorthCarolinawhichhadastrictvoterIDlawsince2013,acourtstruckdowntherequirementearlierthisyear,sayingitdiscriminatedagainstAfrican-Americans.
"Tosuppress,fearandintimidateus[blackvoters].Whatarethey[theylawmakers]afraidof?Letpeopleexercisetheirrighttovotetheirchoice,"saidThomasFowler,astateresidentandvoter.
Butstudiessuggestadecade-oldvoterIDlawinGeorgiahashadlittleimpactonsuppressingthevote.
"OneoftheironiesofthevoteridentificationlawhereinGeorgiaisthatithasnothadanadverseeffectonAfricanAmericanvoterturnout.So,infact,AfricanAmericanturnouthasactuallyincreasedinGeorgiasincethepassageofthevoterIDlaws,"Gillespiesaid.
ProponentsofthestrictvoterIDrequirementssaytheyaredesignedtoeliminatewidespreadvotingfraud.Butcriticscontendthere'snoevidenceofwidespreadfraud.
IndependentvoterScottHerricksaysitwouldbefoolishtocommitvoterfraudbecausethepenaltiesaresevere.
"WhatisthepayoffforitifIgoandtrytopretendIamsomebodyelseandcastoneballotandriskyearsofjail,"Herricksaid.
NorthCarolinapoliticalscienceprofessorCharlesPrysbysaysvoterfraudisnotaproblem.
"Therearedifferentkindsofvoterfraud.Buttheonethatalmostneveroccursispeoplecomingdowninpersonandtryingtoimpersonatesomeoneelse,"Prysbysaid.
Politicalanalystssaythey'llbewatchingtoseeifvoterIDlawshaveanegativeimpactonturnoutamongotherminoritygroupsinthiselectionsuchasAsian-AmericansandLatinovoters.
