Defenseimprovements

Whilenotreatywillbesigned,ObamadoesplantotalkwiththeGulfleadersaboutbuildinguptheirdefensecapabilities.It’sexpectedtherewillbesomemovementonspeedingupweaponssales,settinguparegionaldefensesystemagainstIranianmissilesandplanningjointmilitaryexercises.

ButObamasaidinaninterviewwithTheNewYorkTimeslastmonththattheSunni-ledmonarchiesintheGulfalsomusttakeintoaccountanotherthreat:thedangerposedbysomeoftheirownpeoplewhoarestifledbyalackofpoliticaloutletsfortheirgrievances.ObamasaidthebiggestthreatfacingtheGulfCooperationCouncilmembersmaynotbefromIran,butfrominternaldissatisfaction.

Obama’scriticismoftheGulfleaders'domesticpolicies,coupledwithhisoutreachtoIran,hasfueledtheirdistrust.

Soforthepresident,itisnowimportanttomakeavisibleshowofsupport.AlongwithadinnerattheWhiteHouse,theleaderswillmeetatCampDavid,thepresidentialretreatinamountainparkoutsideWashingtonthattraditionallyhasbeenusedforintimateandhistoricallyimportantgatherings.

DerekChollet,aformerU.S.assistantsecretaryofdefense,saidthatforObamatobewiththeGulfleadersatCampDavid"hasaspecialsymbolismhereintheUnitedStatesandaroundtheworld.Soit’sanimportantsymbolofourcommitmenttotheregion.”

TheUnitedStatesmaintains35,000troopsintheGulfregionand,liketheGulfnations,wantstostemIran’sdestabilizingactionsthere.Whilenooneexpectsthisweek'ssummittoresolvealldistrustanddisagreements,thereishopeitwillbeafirststeptowardrebuildingconfidenceinthepartnership.
