Thereportisnoreasontopanic—oreventolostsleep.Ifthereisacancerrisk,itisasmallone.TheevidenceisstillsocontroversialthatthedraftstirredagreatdealofdebatewithintheBushAdministration,andtheEPAreleaseditoverstrongobjectionsfromthePentagonandtheWhiteHouse.Butnownoonecandenythattheissuemustbetakenseriouslyandthatmuchmoreresearchisneeded.

Attheheartofthedebateisasimpleandwell-understoodphysicalphenomenon:Whenanelectriccurrentpassesthroughawire,titgeneratesanelectromagneticfieldthatexertsforcesonsurroundingobjects,Formanyyears,scientistsdismissedanysuggestionthatsuchforcesmightbeharmful,primarilybecausetheyaresoextraordinarilyweak.TheELFmagneticfieldgeneratedbyavideoterminalmeasuresonlyafewmilligauss,oraboutone-hundredththestrengthoftheearth'sownmagneticfield,Theelectricfieldssurroundingapowerlinecanbeashighas10kilovoltspermeter,butthecorrespondingfieldinducedinhumancellswillbeonlyabout1millivoltpermeter.Thisisfarlessthantheelectricfieldsthatthecellsthemselvesgenerate.
